			<content:encoded><![CDATA[<p style="text-align: justify;">The Ministry of the Environment proposes amendments to Ontario Regulation 361/98 (Motor Vehicles) made under the Environmental Protection Act. The amendments to the regulation would modernize the Drive Clean program, including the implementation of computer based emissions testing for light duty vehicles.</p>
<p style="text-align: justify;">The proposed amendments would prescribe new On-Board Diagnostic (OBD) emissions test standards and emissions testing equipment for 1998 and newer light duty vehicles, and prescribe two-speed idle (TSI) tailpipe test standards and emissions testing equipment for 1988 through 1997 model year vehicles. The current dynamometer test and emission standards prescribed in section 9 of the regulation would be revoked as of January 1, 2013. Also proposed is a change to the regulation to provide the Drive Clean Director the ability to enhance repair technician training and effectiveness.</p>
<p style="text-align: justify;">The proposed regulatory amendments will ensure that the program continues to be effective in reducing harmful vehicle emissions of smog-causing pollutants such as nitrogen oxides (NOx), hydrocarbons (HCs) and particulate matter, as well as carbon dioxide, which is a greenhouse gas.</p>
<p style="text-align: justify;">The proposed changes would modernize the current Drive Clean program to provide a more accurate inspection and increase the effectiveness of vehicle repairs. The proposed amendments are detailed below.</p>
<p style="text-align: justify;">1) Eliminate the current Acceleration Simulation Mode (or Dynamometer) tailpipe test and emission standards and the fuel cap integrity standard prescribed in section 9 after December 31, 2012, and replace it with:</p>
<p style="text-align: justify;">a) On-Board Diagnostic (OBD) test standards and OBD testing for 1998 and newer light duty vehicles registered in the Drive Clean program area, and require OBD training for all Drive Clean inspectors and repair technicians, beginning November 1, 2011.<br />
b) Standards prescribed in section 8 and the Two Speed Idle (TSI) tailpipe test for 1988 through 1997 light duty vehicles and those vehicles that cannot be OBD tested, beginning January 1, 2013.</p>
<p style="text-align: justify;">2) Allow enhancements to the future administration and delivery of the Drive Clean program including:</p>
<p style="text-align: justify;">a) Authority over whether repair technicians who perform inappropriate or faulty repairs would be required to undergo additional training or be permitted to remain a Drive Clean repair technician.<br />
b) Other Amendments</p>
<p style="text-align: justify;">In addition to the environmental proposals detailed above, the ministry is also proposing the following administrative amendments:<br />
• Removing obsolete sections of Ontario Regulation 361/98; and<br />
• Assisting Drive</p>

<p>Lift the car, secure it on Jack Stands and remove the tire (NEVER work with the car supported only by it&#8217;s own car jack). Start by removing the anti-rattle spring by prying out with a flat screwdriver.</p>

<p>Remove  the Abs, brake sensor and brake lines from the retaining clip. Move them side to side until they pop out.</p>

<p>Caliper bolts are covered with 2 plastic caps, just pull them out and don&#8217;t forget to put them back in after installation.</p>

<p>Use a 7mm allen socket to remove both caliper guiding bolts. Pull the bolts out completely and clean them.</p>

<p>After removing the bolts pry out the caliper with a flat screwdriver and pull the sensor out of the brake pad.</p>

<p>Use a piece of wire and hang the caliper on the spring. Do Not leave the caliper hanging by the brake line or you are going to need a new one along with the brakes.</p>

<p>Open the box and unplug the old brake sensor.</p>

<p>Remove the old pads, the inner pad will be in the caliper, pry it out. There are two 16mm bolts holding the caliper carrier in place. Unbolt them and remove the carrier.</p>

<p>There is an 6mm allen head bolt that holds the rotor in the hub and that thing usually does not like to come out easily. If you have a small torch you can try to heat it up before trying to remove it otherwise take a chisel point and a hammer. Last resource is to drill the head of the bolt out (brakes are going to function fine without it anyway).</p>

<p>Now, there is good chance the rotor will be stuck on the hub , so you might have to use a hammer and hit it from the inside to take it out. If you are going to hammer it better put a wheel bolt in the hub so that thing doesn&#8217;t fly away. Clean up the hub and all the other parts with brake cleaner and a brush. Installation in the exact reverse of the removal. It&#8217;s a good idea to use anti-seize grease on the hub (before installation of the new rotor) and the caliper carrier where the pads sits. New rotors usually are covered in a thin oil to preserve them from rust and should be cleaned with brake cleaner before installing them.</p>

<p>You will need to push the caliper piston in to make space for new pads and rotors. I just used a big pair of pliers. It will require a bit of force though.</p>

<p>Install the caliper carrier and put the brake pads in place. The outer pad should go into the carrier and the inner pads into the caliper. When installing the caliper holding bolts make sure you go by hand  until first few threads go in, so you do not strip the bolts or the carrier.</p>

<p>After everything is installed push the new brake sensor into the inner brake pad, install the anti-rattle clip and your done. Depress the brake pedal several times until it gets firm before starting the car.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The BMW 3 Series has been the most lauded sport sedan in the world for longer than we can remember. Worthy competitors pop up, only to fall short of beating this benchmark by some subjective measure that can&#8217;t be quantified. So it&#8217;s a big deal when the 3 Series is up for a clean sheet redesign. Not one to refuse a challenge, BMW stepped up to the task of redesigning its best-selling vehicles and came up with this, the redesigned 2012 BMW 3 Series.<br />
BMW clearly wanted to bring the design of the new 3 Series more in-line with the look of its other new cars, mainly the 5, 6 and 7 Series. To that end, the most visible difference is up front, where the car&#8217;s nose has grown in size. Likely a nod to European safety standards that require taller hoods for pedestrian safety, the 3 Series&#8217; new schnoz is both taller and wider than before.</p>
<p style="text-align: justify;">The new, larger twin-kidney grille is also no longer separated from the headlights, which are also bigger. Instead, the grille surrounds meet a small portion of the lights to create the impression of a more unified front fascia. It looks a bit like the 5 Series, but also appears to draw inspiration from the forthcoming i8. The new 3 Series looks most familiar, from the side while the new rear end shows off the car&#8217;s larger trunk.</p>
